Requirements:
• Valid NATO SECRET security clearance covering the contract period.
• Fluent English, with the ability to read and write technical and user documentation.
• Advanced knowledge of NATO FAS systems, including JTS, FAST, INTEL-FS Admin, LOGFAS, TOPFAS, NCOP and ICC.
• In-depth experience delivering training to users and operators of NATO FAS systems.
• Strong knowledge and experience of NATO doctrine and standards relevant to Common Operations.
• Knowledge and experience of the NATO Command Structure and NATO Force Structure.
• Experience in stakeholder management and NATO exercise attendance.
• Experience developing technical documentation, training materials and instructional aids.
• Experience working in an international environment involving military and civilian personnel.
Desirable:
• NATO CIS Technical Instructor or equivalent qualification.
• Knowledge of interoperability between C2/FAS systems.
• Knowledge and experience with NCI Agency.
• Knowledge of other NATO FAS applications, platform engineering and data exchange.
• Knowledge and experience with the NCI Academy.
• NATO CIS Technical Course Developer or equivalent qualification.
• Knowledge and experience with other NATO C2 and Functional Services, including MCCIS, LC2IS, SitaWare HQ and AIRC2IS.
• Operational experience that can be applied to real-world training scenarios.
• NATO STANAG 6001 English Level 3, or equivalent CEFR B2–C1 level.
Duties & Role:
• Prepare, coordinate and deliver NATO technical training at the NCI Academy in Oeiras, online, or at NATO and national locations through Mobile Training Teams.
• Deliver the primary DCOI Level 1 Support course (ID 9065).
• Deliver additional NATO FAS System Administration courses when specifically required and agreed.
• Prepare training environments approximately six weeks before course delivery.
• Liaise with relevant stakeholders to plan and complete course preparation activities.
• Review training packages and make minor updates to courseware before delivery.
• Validate training environments, accounts, access and exercises before each course.
• Deliver theoretical content, demonstrations and practical exercises.
• Support students throughout training sessions.
• Complete assessments, collect participant feedback and provide attendance, results and training completion reports.
• Support training as an assistant instructor where required, particularly during the initial contract period.
• Update training materials to reflect software versions, procedures and training standards.
• Update screenshots, presentations, student handouts and exercise worksheets as required.
• Install, configure and validate NATO FAS software within agreed training environments.
• Upgrade existing applications, including prerequisite checks, configuration migration, testing and post-upgrade validation.
• Produce and maintain technical documentation covering systems, configurations, procedures and troubleshooting.
• Support training environments within the NCI Academy Training Network, both on-site and remotely.
• Participate in exercises and provide technical SME support.
• Provide knowledge transfer to NCI Academy staff.
• Support workshops, stakeholder engagements, virtual meetings and in-person events.
• Provide advice on deliverables, timelines, knowledge management, reporting and information exchange.
• Monitor course feedback and contribute to continuous improvement activities.
• Complete Course Improvement Plans following course delivery.
• Participate in course content and delivery reviews when required.
• Perform other projects and activities as directed by the Head of the relevant section.
Specific Working Conditions:
• Services will be performed predominantly at the NCI Academy in Oeiras, Portugal, with travel to NATO and national locations for Mobile Training Team delivery.
• Travel requires prior coordination and approval from the NCIA Project Manager.
• Travel costs are included within the applicable deliverable price and will not be invoiced separately.
• Training delivery may be conducted at NATO or national locations across Europe and, where applicable, North America.
• All activities must comply with NATO and NCIA standards, policies, security directives and procedures.
• All developed instructional materials, course content and related improvements are the intellectual property of the NCI Academy.
• Confidential NATO and NCI Academy information, course materials, student data and operational procedures must not be disclosed to third parties.
• The base period runs from 1 November 2026 to 31 December 2026, with options for continued service through 2027 and 2028.
• The scheduled DCOI Level 1 Support course iterations include delivery in Oeiras from November 2026 through November 2027.
